Code Composer Studio IDE has own CGT(code generation tools) built on it. it is possible to compile file operation (fwrite, fread, fseek, fopen, fclose, etc) C code on CCS since it has appropriate C/C++ compiler on it.
If you use #include <stdio.h> in your c file, Then you can use all of the standard ANSI C file operation functions while running with CCS, like fopen, fwrite and etc.,
I have attached an example main.c that I used for reading and writing files. Please try this same functions for TMS320C6745. This was intended for running on a Sitara ARM core, but the file functions will work the same on the DSP in the C6745.

sir how to receive a data on tms 6745 from matlab....for ex (using matlab am going to read txt file and i need to send those data to tms). now how to receive a data sir??? plz give me some sample uart rx code....

As you mentioned in your previous post, you can read a text file using matlab and you can send those data to the TMS320C6745 kit with the help of UART protocol. Kindly write a matlab code to send data to serial port and also write a receiver code for TMS320C6745.
I have attached the UART Receiver and UART Transmitter code in single file. Have this example source code for your reference.

in that block diagram they mention how to interface cmos camera on tms6745....

and sir i interfaced tft on my tms6745, now am getting output for sample code..am having background subtraction project, now i modified that code, but its showing some error, i had attached that code as well as that error screen shot, please check it...
and sir i had interface camera on my pc, and i opened that uCamDemo-rev2 software, its not synchronize on 9600 baud rate.....its working on only 115200 baud rate...but if i use coding means its not working on 9600 as well as 115200 baud rate...it just hanged...

Try to do single stepping, it may helpful to track the code where it hangs. kindly do it and let me know the status.
Initially we send some SYNC byte to camera , then camera send the ACK acknowledge bytes to kit if that ACK bytes not received means. TMS320C6745 wait to receive a ACK byte may be this tend to hang.
Try this code i used for TMS320C6745 with code composer studio v4 to capture a image from camera and sending that pixels to MATLAB.
Try to debug the TMS320C6745 uart camera c code , otherwise you cant find where the code was doing the malfunction/hang.
Always use cross cable between TMS320C6745 kit and Uart camera. Dont confuse in this,...
Do the below steps and let me know the status please...
First connect straight cable between PC and Uart Camera, power the uart camera module, open the ucamdemo software, choose the appropriate com port and select 115200 baud rate, click open comms, send the SYNC byte., if you successfully received with response and acknowledge bytes(Dont reset the camera or dont do the power reset also) just change the cross cable between TMS320C675 kit and Uart camera, Now try to debug surely you will get a response bytes and go on...
Note: This Uart Camera work with 115200 baud rate.

sir actually am getting this error in TMS320c6745.....while compile there is no errors, but if i debug that code means am getting this error.....
Write error: Invalid File ID (51967) in CIO message!
Read error: Invalid File ID (54015) in CIO message!
usually CIO section ,
.cio = Buffers for stdio functions from the run-time support library
At which line causes the error ?
Try to do step by step debug or step over or single stepping to find out the code where it causes the error.
if possible try to attach your project file.
